Abstract
The research paper describes the situation in European Union regarding to the youth
unemployment and its provoking reasons. Numerous research papers and articles, as well as the
results of intensive analysis of statistical data, found out that this is the complex problem.
Comparing to the other developed countries, here the rate of youth unemployment is very high
(15.1% in 2019). It must be admitted, that the cause of the higher rate is the huge difference
between the member states. In particular, the rate of youth unemployment is higher than the
average rate in twelve states. In some cases the rate is higher than 30% (Spain, Greece).
The Provoking reasons of youth unemployment is various and specific depending on the
particular state: the general economic condition, the characteristics of education system, the
labor market situation, the rate of youth education, activities and qualifications, specialization
of economy, regional inequality, the readiness of private sector, create new workplaces and
employ the youth.
The global financial crises of 2007-2008 is also should be mentioned. The Impact of
crises is obvious, however it must be mentioned, that this crises was not the cause of the youth
unemployment, but the catalyst of the problems which were arisen in EU countries even before
the crises.
Taking into account the background, the arrangements and programs provided by the
EU was ineffective. In order to solve the youth unemployment problem it is important to
provide the fundamental changes and not only the unilateral programs which are created for
twenty seven countries with different development rate, labor market and interest
unemployment and its provoking reasons. Numerous research papers and articles, as well as the
