Abstract
The master’s thesis discusses the statistical aspects of education funding, according to programs
and projects. Funding models and data on their funding sources are discussed.
The first part of the master’s thesis is the essence of program funding. Its importance in budget
efficiency. The methodology describes the procedures and information related to the compilation

of medium-term action plans by the ministers, which should include medium-term action plans.
These are the stages of the work of the state and the parliament which must be passed during the
drafting of th program budget.
The second part of the paper provides models for funding education institutions: direct and
indirect funding, market, grant and excellency funding; forms of distribution of this funding. The
pros and cons of institutional autonomy are discussed. The statistics of the countries of Europe,
the Economic Union and the Organization for Cooperation are given. Their education costs in the
context of general and higher education. Based on the data, relevant conclusions are drawn. The
statistical material of Georgia’s education expenses is processed according to different levels of
education: primary, general, professional, higher, scientific. The statistical aspects of financing
each of them are processed.
