Abstract
The current state's management has presented society with several new problems. For decades, the process of revaluing principles and implementing new management mechanisms has been vigorously followed. It's worth noting that this has turned into a very complicated and exciting experience. There was a shift from a monarchical establishment to a bourgeois and then capitalist economic formation as early as the eighteenth and nineteenth centuries, and they were confronted with the question of what is now known as modern organizational management.
Society's equality is both an essential and obligatory principle and a daunting phenomenon to properly enforce in real life. The new reforms have all actively involved the management of a country or organization and given them the full range of opportunities. A large part of society has never been involved in governance; they have always existed in a subordinate social format, but the new reforms have all actively involved the management of a country or organization and given them the full range of opportunities. Knowing what democracy and equality are is one thing; putting them into effect is quite another.
The master's thesis subject is important and fascinating since it deals with a topic like the method of realistic management implementation. As a result, Georgia, as a nation of emerging democracies, requires a significant amount of time and effort to participate effectively in the popular culture alongside industrialized states, which started in the 18th and 19th centuries.
The word bureaucracy mainly consists of procrastination in all of us, traditional and complicated organizational frameworks, and an overall negative experience. Without a doubt, the former Soviet Union played a significant role in this, as it was this government that was known for its knowledge of bureaucracy. However, the transition to a modern management model has shown that such an approach is no longer acceptable and that many aspects of management procedure must be replaced. The key argument here is that avoiding bureaucracy entirely will be a mistake; it must be properly understood, which is what the current master thesis aims to do.
The paper presents the perspectives and ideas of numerous writers, theorists, and bureaucrats, as well as real examples based on modern management's details, allowing us to formulate a formula: bureaucracy is proper administration, which entails a proper and equitable distribution of responsibilities. However, we also recognize that the term bureaucracy has simply been replaced in modern government by a hierarchy of governance, which is consistent with the modern model of bureaucracy.
