The Dynamics of Georgia State Budget Revenue and the Ways to Improve It

The Master's thesis analyses the importance of state budget revenues for sustainable economic development of the country. In particular, the first chapter defines the main purpose and structure of budget revenues, describes the sources of budget formation and the ways of its improvement. The focus is on tax revenues, which contribute a significant amount in total revenue.
The second chapter analyzes the dynamics of state budget revenues (tax revenues), the importance of each tax and the factors causing the changes. Also, the predicted values for current year are represented and the directions of tax revenue growth in relation to GDP are estimated.
The third chapter describes the issues in accounting for tax revenues and ways to overcome it in Georgia. The main task of any country is to create a flexible tax system and to develop an optimal mechanism of taxation, that will be adjusted to the current economic situation. The advantages and disadvantages of different tax systems in developed countries are compared to each other and discussed the need for their introduction in Georgia given the state of our country.
The spread of coronavirus pandemic has considerably changed the global picture of the world. Covid-19 has had a negative impact on almost every country’s economies. Last section analyses changes in budget and taxes that have taken place in countries due to coronavirus, including in Georgia. Consequently, specific privileges and other stimulating factors that have been imposed in Georgia as well as in other countries are assessed.
