საქართველოს საბაჟო სისტემის სრულყოფის ძირითადი მიმართულებები

Abstract

The purpose of this paper is to study the main directions of improvement of Georgian customs system. The introductory part of the essay discusses the urgency of the issue and the challenges raised in this regard. The purpose of the study is stated here, and the objectives of the study are outlined for this purpose, together with information on the subject and object being studied. Here are some of the methods used to accomplish the objectives of the study. The first part of the paper deals with the role of customs systems for the economic development and advancement of the country. The chapter also discusses the essence of customs policy, aimed at the economic importance of customs operations in relation to the management systems of customs authorities. The second chapter of the paper discusses the features of customs service functioning and the factors affecting the quality of customs services. This chapter also discusses the classification and monitoring of custom services, as well as the audit of product quality and efficiency. The third chapter of the paper summarizes theoretical or practical information on the basic features of custom system development. This chapter presents custom regulation mechanisms as instruments of economic security, with a discussion of the use of advanced information technology tools. The last section of the paper deals with the use of new incentive mechanisms and management systems, which reaffirms the successful development of Georgia's customs system and future challenges. The concluding section of the paper summarizes the issues raised and provides an analysis of them together with their conclusions and recommendations.

ნაშრომის მიზანია შეისწავლოს საქართველოს საბაჟო სისტემის სრულყოფის ძირითადი მიმართულებები. ნაშრომის შესავალ ნაწილში საუბარია საკითხის აქტუალობასა და ამ მიმათულებით ასებულ გამოწვევებზე. აქვე დასახულია კვლევის მიზანი და ამ მიზნიდან გამომდინარე გაწერილია კვლევის ამოცანები, რომელსაც თან ახლავს ინფორმაცია საკვლევ საგანსა და ობიექტზე. აქვე წარმოდგენილია გამოყენებული მეთოდები კვლევაში დასახული მიზნების შესასრულებლად. ნაშრომის პირველ თავში საუბარია საბაჟო სისტემების როლზე ქვეყნის ეკონომიკური განვითარებისა და წინსვლისათვის. ამავე თავის ქვეთავებშ განხილულია საბაჟო პოლიტიკის არსი, მიზნებიდა საბაჟო სასაქონლო ოპერაციების ეკონომიკური მნიშვნელობა საბაჟო ორგანოების მართვის სისტემებთან მიმართებაში. ნაშრომის მეორე თავში განხილულია საბაჟო მომსახურების ფუნქციონირების თავისებურებანი და საბაჟო მომსახურების ხარისხზე მოქმეტი პაქტორები. ამავე თავში შეჯერებულია მსჯელობა საბაჟო სერვისების კლასიფიცირებისა და მონიტორინგის შესახებ, ასევე პროდუქციის ხარისხის აუდიტისა და ეფექტიანობის თაბაზე. ნაშრომის მესამე თავი თავს უყრის საბაჟო სისტემების განვითარების ძირითად მახასიათებლებზე თეორიულ თუ პრაქტიკულ ინფორმაციას. ამ თავში წარმოდგენილია საბაჟო რეგულირების მექანიზმები, როგორც ეკონომიკური უსაფთხოების ინდტრუმენტები, რასაც ერთვის მსჯელობა მოწინავე საინფორმაციო ტექნოლოგიური საშუალებების გამოყენების შესახებ. ნაშრომის ბოლო ქვეთავში საუბარია სტიმულირების მექანიზმებისა და მართვის ახალი სისტემების გამოყენებაზე, რომელიც კიდევ ერთხელ ადასტურებს საქართველოს საბაჟო სისტემის განვითარებისა და სამომავლო გამოწვევებისკენ წარმატებით სწრაფვას. ნაშრომის დასკვნით ნაწილში ერთგვარად შეჯამებულია დასმული საკითხები და მოცემულია მათი ანალიზი, დასკვნებსა და რეკომენდაციებთან ერთად.
