არქტიკა გეოპოლიტიკურ და გეოეკონომიკურ განზომილებაში

Abstract

The significance of the Arctic, isolated though this geographic region may initially seem, has been shaped due to various factors through the course of history. Lately, its significance has been growing due to increasing accessibility of large amounts of natural resources, especially hydrocarbon ones, as well as new maritime shipping routes, that has been made possible largely by gradual decline and retreat of sea ice cover in the Arctic Ocean, caused by global climate change. Discussing the respective roles, interests and strategies of various countries and international organizations involved in the region, the thesis aims to illustrate the significance of the geopolitical and geoeconomic landscape of the Arctic by means of examining the existing territorial claims and disputes, the issues related to sovereignty, resource potential and possibilities of future international cooperation and the role the changing Arctic can play in a possible modification of global order. In the process of writing the thesis, I had to study closely the foreign policy, economic and military strategies of various countries present in the Arctic as well as particularly growing interests of a number of states towards the region; also to examine various reports and related publications of different international organizations and think tanks as well as the available scientific and academic literature on the region in question, comprehensive analysis of which allowed me to show the geopolitical and geoeconomic dimensions of the Arctic.

არქტიკის, ერთი შეხედვით ამ თითქოსდა იზოლირებული გეოგრაფიული რეგიონის მნიშვნელობას ისტორიულად არაერთი ფაქტორი განსაზღვრავდა, რასაც ამჟამად კიდევ უფრო აძლიერებს აქ არსებულ ბუნებრივ, განსაკუთრებით ნახშირწყალბადოვან, რესურსებსა და სანაოსნო გზებზე ხელმისაწვდომობის ზრდა, რაც მნიშვნელოვანწილად განპირობებულია კლიმატის გლობალური ცვლილების შედეგად გამოწვეული ყინულის საფარის შემცირებით ჩრდილოეთის ყინულოვან ოკეანეში. წინამდებარე ნაშრომი მიზნად ისახავს არქტიკის გეოპოლიტიკური და გეოეკონომიკური გარემოს მნიშვნელობის წარმოჩენას ამ რეგიონში ჩართული სხვადასხვა სახელმწიფოებისა და საერთაშორისო ორგანიზაციების შესაბამისი როლების, ინტერესებისა და სტრატეგიების განხილვით; აგრეთვე, არსებული ტერიტორიული დავებისა და სუვერენიტეტთან დაკავშირებული საკითხების, რესურსული პოტენციალისა და სამომავლო საერთაშორისო თანამშრომლობისა და გლობალური წესრიგის მოდიფიკაციაში არქტიკის რეგიონის როლის ჩვენებით. ნაშრომის წერის პროცესში მომიწია გავცნობოდი არქტიკაში წარმოდგენილი და მისით დაინტერესებული სხვადასხვა ქვეყნების საგარეოპოლიტიკურ, ეკონომიკურსა და სამხედრო სტრატეგიებს; ასევე, რიგ სახელმწიფოთა განსაკუთრებულად მზარდ ინტერესებს რეგიონისადმი; სხვადასხვა საერთაშორისო ორგანიზაციათა და სამეცნიეროკვლევით
