Abstract
Entrepreneurial sector, especially small and medium enterprises, play an important role in the development of the economy and contribute to sustainable and inclusive economic growth. Small and Medium Enterprises may be considered to be the cornerstone of any economy in terms of employment growth and job creation, as well as taking into consideration the contribution to economic development and growth. A strong and well-developed small and medium enterprise sector significantly promotes export, innovation, creation of modern entrepreneurial culture, and at the same time plays a special role in raising the country's welfare level.
In recent years, Georgia has made significant reforms, including economic reforms, whose main goal was to do business and create a favorable environment for foreign direct investment, economic liberalization, administrative barriers and reducing the tax burden, improving public services, fight against corruption and other ways. As a result of these reforms, Georgia has reached high levels of economic growth. In addition, direct foreign investments flows in the country. Georgia's economic policy has been positively assessed by various rating agencies and international financial institutions and the relevant results were reflected in the indexes and ratings that evaluate economic freedom of the countries.
Despite the improvement of the general business environment, the challenges in Georgia in terms of small and medium entrepreneurship development, which are in many developing countries. Even though small and medium enterprises come from large enterprises, their contribution to GDP is still very low. The Government of Georgia attaches special importance to the development of small and medium entrepreneurship in the economic development process and aims at further improvement of the entrepreneurial environment that will facilitate the growth and development of small and medium enterprises.
The Government of Georgia pays special attention to the competitiveness of private sector and especially small and medium enterprises in the context of the EU-Georgia Association Agreement (which is an integral part of the Deep and Comprehensive Free Trade Area Agreement (DCFTA). Adaptation and fulfillment of DCFTA's requirements is especially important for Georgia to enable the business to maximize the potential of export potential. Consequently, except for legislative and institutional approximation, the importance of private sector, including small and medium enterprises, is to meet the DCFTA requirements.
