Abstract
One of the most important identifying marks of a state is its territory and state borders. Drawing boundaries is a multifaceted essential aspect. First of all, the borders separate the territory of the state from the territory of another country, as well as the jurisdiction of the country is exercised within these borders, area of economic activity and issues of state citizenship.
Initially, before beginning to write the history of statehood, the Chronicle considered an inaccurate understanding of borders. The border was crossed according to the area of view, geographical indications (rivers, passes ...) and other such objects, however, during the war, when the enemy came to the border of the country, it was certainly considered an attack. One circumstance is important here - the invasion of the enemy was considered an attack, but since the principle of borders was not enshrined in law and international legal thinking was not clearly established, this invasion was not considered an international crime. In the modern world, illegally crossing the borders of another's territory, or arbitrarily invading the borders of another's state, is a crime of international rank and is subject to various types of sanctions.
The master's thesis on one hand deals with the borders of the state, which explains all the existing types of borders, and the main direction of the topic is the analysis of customs systems located on these borders.
The existence of customs systems in the modern world is a system with very current and growing trends. The effective development of customs control zones depends on the economic development of the country, ensuring peace and security.
Georgia today faces many new challenges in terms of the operation and development of customs control zones. For the purposes of European integration, Georgia's customs zones needed to be modernized, the processes of which have begun in Georgia in the last decade.
In order to respond to modern challenges, it is necessary to introduce world-accepted and proven systems and, on the other hand, to review personnel policy. A customs officer is a person who, together with a border guard, is the first to greet a guest entering the country and also has a first impression of Georgian culture, level of development and about the progress of the country in proportion to the professionalism of these two public officials is encountered by the incoming guest.
Thus, the master thesis combines several key issues to fully create a complete picture of this most important public service in the country.
