Abstract
The evaluation of a public servant is quite relevant today. Which, Following the changes brought by the Civil Service Reform, is one of the key components of the Law of Georgia on Civil Service, which is the basis for various legal outcomes for civil servants: class assignment, professional development, incentives and dismissal. The civil servant is the driving force of the public service, which is why it’s necessary to have an effective evaluation system in order to objectively and effectively perform the functions assigned to public servants in specific positions.
I think the difficulties of the evaluation system in public institutions are natural, considering this is a new mechanism for Georgia. however, the paper will present examples of European countries where the evaluation system has been functioning for a long time.
The paper consists of two chapters and subsections. The first chapter discusses the essence and purpose of the public servant evaluation system, public service and public servant, the importance and principles of public servant evaluation, legal regulation of public servant evaluation, public servant evaluation methods, legal results of public servant evaluation and the procedure for appealing evaluation results amd court practice.
The second chapter discusses the difficulties and challenges of the public servant evaluation system, the attitude of public servants towards the evaluation system and the evaluation systems of public servants on the example of European countries.
This paper will focus on the difficulties and shortcomings faced by the public service during the evaluation of a civil servant, in particular: how well this or that evaluation method fits the specifics of each public institution, which evaluation method is the most common, how objectively the evaluation is conducted and whether there are any subjective signs. If the evaluation process is confidential, how effective and timely the feedback is, whether the evaluation has a formal face and more.
Also, it’s being planned to compile a questionnaire and conduct a survey, in which officials of Georgian public institutions will participate.
The paper will compare the Georgian evaluation system with the evaluation systems of European countries and will reveal similarities and differences.
The paper also deals with the review of disputes related to cases of appeals against evaluation results and court decisions.
And lastly, at the end of the paper, a conclusion on the current issue is presented.
