Abstract
In developing country, such as Georgia, it is necessary to create a flexible system based on partnership
relationship that can respond to existing challenges quickly and effectively.
The public-private partnership model and outsourcing relations are one way to achieve the goal.
Public private partnership and outsourcing turns the state into service and society-oriented flexible
institution. Consequently, in order to achieve this objective, it’s important to study the existing
legislative environment and the technical specifications implemented in this type of relationship are
able to work efficiently.
Such relationships are practiced in all areas: education, healthcare, infrastructure, environmental
protection, defense, urban planning, etc. 20-30% of the state budget is spent annually, increasing the
economy earned by the state and increasing public interest to know how the budget funds are spent.
Therefore, it is important to study the reforms carried out by the state and to analyze the efficiency of
legislative and infrastructural mechanisms for carrying out public service outsourcing.
The research aims to analyze the efficiency of legislative and institutional mechanisms for public
service outsourcing and public-private partnership, study of legislative reforms, evaluation of
procurement electronic system, its deficiencies and major challenges.
The subject of research is electronic system of state procurement of Georgia and existing legislative
framework.
