Abstract
The aim of this thesis is to research the state's approaches to supporting ethnic minority cultures of Georgia between 2009 and 2019. The reasons for forced or voluntary migration of ethnic groups; their settling in Georgia due to political-economic views; reasons for the tolerance shown by state authorities towards the cultures of small ethnic groups. Colonial ethno-politics of Russia in the 19 th century was reviewed, which was expressed through the deliberate resettlement of various ethnic groups in order to open national institutions for them and provide financial and organizational assistance for various cultural activities. The thesis cites examples of how, despite the non-Georgian policy, the indigenous population and representatives of its culture maintained a tolerant attitude towards ethnic cultures, which created 19 th century Georgia’s distinctive multiculturalism through coexistence and collaboration between Caucasian, Russian and European cultural figures. Different state approaches of the 20 th century regarding the protection of rights of ethnic minorities through the review of constitutions adopted from 1918 to 1995 are demonstrated. Local legislative profile documents that were developed in accordance with international normative acts and the activities of separate profile institutions are also shown. Areas of activity implementing control of ethnic cultures policy (Public Defender, the Center of Tolerance, etc.) were revealed. Measures for supporting the cultures of ethnic minorities and consistent nature of the state policy between 2009 and 2019 were largely owing to the monitoring activities of the Public Defender's Office and the Center of Tolerance. The thesis analyzes and evaluates their annual reports regarding recorded measures taken by the state agencies for protection of the cultural rights of ethnic minorities; existing shortcomings were identified and recommendations were indicated for their modification. To disclose how relevant institutions in were implemented between 2009 and 2019, in line with Georgia's international commitments to European values, key international documents developed by the EU, UN. Council of Europe, OSCE were examined; the policies of post-Soviet countries (Estonia, Lithuania, Ukraine, Moldova) and Western European states (Germany, Finland, the Netherlands) were compared with similarities and differences in analogous Georgian policies. The combined method of qualitative and quantitative empirical research was used for studying the implementation quality of official policies towards ethnic cultures, according to which the questionnaire was compiled and sent to cultural organizations in Tbilisi and the regions. The results of the survey and analysis of the activities of institutions revealed both the achievements and shortcomings of the policy towards cultures of ethnic minorities in 2009 -2019.
