Abstract
The process of neoliberalization in Georgia can be divided into two stages, the first stage
involves the period from Georgian independence to the period of Rose Revolution, when the
government funded by International Monetary Fund started privatization process. During this
period thousands of factories were disbanded and sold as scrap metal. The second stage
of neoliberatizarion can be considered the Rose Revolution. What processes started after the
revolution in Georgia, what economic and social transformation took place around us, and
especially the role of local donors / organizations in this process. NGOs have been formed over
the years that can influence on decision-making process. In many cases, they create different
discourses around which discussions are going on in Georgian society. Their work is broadly
covered by the media, which also promotes their influence. Consequently, research was
conducted to study “The role of pro-Western NGOs in neoliberalization process in Georgia in
2003-2012". Research aimed to determine the role of NGOs in the process of neoliberalization
of the Georgian State from 2003 to 2012. According to this target, three main tasks of the study
were formed: 1) To determine if the leading nongovernmental organizations have the positions
on deregulation and privatization policy that begins in post-revolutionary times; 2) The role of
civil society in the establishment of the idea of individual and personal responsibility (in case of
success / failure); 3) How did the civil sector react to the protest of civilians who were left
without social protection and were forsaken to poverty (their statements, the campaign or the
responses)?. The hypothesis of this research was the following: politics produced by proWestern
NGOs
came in line with the neoliberal course chosen by the government. I used the
Qualitative Research Method to analyze, in particular the Content Analysis. The study showed
that between 2003 and 2012 the role of a large number of NGOs was quite high in the
neoliberalization process. This was well seen in projects funded by them, where almost never
was allocated social priorities or financing them. The most important thing is that almost
couldn't be found NGOs statments about such issues as mass privatization, environmental pollution, Labor Code, etc. They have ignored such issues as poverty, labor issues, and so forth.
Their work is mostly focused on civil and political equality.
