Abstract
In recent years, significant reforms have been implemented in Georgia, including economic
reforms, the main purpose of which was reduce tax cargo, liberalize economy, improve public
services, create a favorable environment for doing business, fight corruption, ect.
Over the last 15 years, Georgia has implemented a reform of up to 673, with the largest share
of business support (120) and taxes (108).
As a result of these and other reforms, Georgia has reached high levels of economic growth.
Direct foreign investments in the country also increased. Georgia’s economic polici has been
positively assessed by various rating agencies and international financial institutions.
In 2016, the Organization for Economic Co-operation and Development (OECD) published
the index of Small and Medium Entrepreneneurship Policy Index of the Eastern Partnership,
which implies the implementation of the European Small Business Act. According the index,
Georgia is the best in the region in terms of improving the institutional and operational
environment of SMEs by 2016.
During the last few years, special progress has been made for business infrastructure, acces to
financing, abolishing technical barriers to trade and institutionalization of small and medium
