Abstract
Foregoing paper discuses Woodrow Wilson’s infamous thesis from his classical work, politicspublic
administration dichotomy, in Georgian public sector perspective, more specifically,
education policy-making processes. As the democratization process unfolded within the country,
the relevance of civil service concept also expanded. Georgian political agenda accentuated on
topics such as competencies, roles and functions of civil service employees, borderlines of civil
servants’ discretionary rights and broadly evaluating, the interplay of public administration and
politics. Thus, Woodrow Wilson’s works and thesis, as one of the pioneers of politicsadministration
dichotomy, creates a theoretical framework for the paper. His thesis will be
rediscovered in contrast to novel findings of more modern researchers. Study of Georgian civil
service is based on series of in-depth interviews with former and current public administrators
serving on medium to upper echelons of the public administration. Furthermore, during the
research, legal landscape of public administration has been carefully examined; the Constitution,
and every other legal Act executed in regards with the public administration starting in 1995
until 2018 and directly or indirectly correlated the discretionary rights of public administrators.
Apart from studying public administration in terms of its legal groundwork, for the purpose of
thorough study of strategies regarding the public servants, the speeches of high-level government
officials, such as presidents and prime-ministers, has also been evaluated. Hence, those findings
assisted the study in determining the legal, political, formal and informal means of influence that
public administrators can practice in policy-making processes including precedents and
tendencies. The following distinction has been made during the research; due to ambiguous
nature of politics, politics as policy-making and politics as partisan politics had to be
distinguished. Due to the EU/Georgia Association Agreement, majority of reforms regarding the
civil service that took place since the ratification, echoed the guidelines set by the Agreement.
The paper also reviewed the public administration practice in the U.S. and the EU, since the first represents a sovereign state, while the latter is a commonwealth, so comparison in both prism
would give a valuable perspective on which model will Georgia practice ultimately.
