Local self-governance is a public system of self-organization of the population recognized by the legislation, which, within its territorial entity,in its own responsibility, independently of the central authorities, is based on democratic formsand carries out the interests of local importance by taking into consideration the interests of the population.
Strengthening the local self-government means transition from central governance to decentralization of the country.Decentralized state is less corrupt, nepotism and other negative influence on governance;More involvement of people, which further strengthen democracy in the country; Tht’s why,the European Charter was created to solve this issue.
Delegated powers of the municipality, in fact, is the right of a state or autonomous republic, but was handed over to the municipality to make these rights at the local level more efficient.
The main goal of the establishment of local self-government is to achieve high level of involvement in people's solutions in social issues.The society, must have its own self-governing city or community to solve local level issues. For this they use active and passive voting rights.Elective bodies of the municipality are set up according to the will of the people,Therefore their subsequent activities should be provided to create special organizational and material-technical conditions,to make public meetings,they also must have the opportunity to be actively involved in the activities of municipal authorities.
In this paper we will discuss the importance of local self-government and decentralization in the country's rebuilding.
