სადაზვერვო საზოგადოების როლი სახელმწიფოს მართვაში

Abstract

მოცემული ნაშრომის მთავარ იდეას წარმოადგენს საქართველოს სადაზვერვო სისტემის შეფასება - თუ რა როლი უკავია მას დღევანდელ სახელმწიფო მოწყობაში და რა როლი უნდა ჰქონდეს მისი ამოცანების, შესაძლებლობებისა და გამოწვევების გათვალისწინებით. ამ იდეის ფარგლებში, შესწავლილია სადაზვერვო სწავლებების თეორია, საერთაშორისო პრაქტიკა ლიტერატურისა და ღია წყაროების გამოყენებით და საქართველოს რეალობა და გამოცდილება. ეს უკანასკნელი მიღწეულია, საჯარო ინფორმაციისა (ოფიციალური განცხადებები, საარქივო ჩანაწერები და სხვა) და კვლევის ფარგლებში ჩატარებული ინტერვიუების საფუძველზე ყოფილ და მოქმედ სფეროს სპეც. სამსახურების თანამშრომელბთან და დარგის სპეციალისტებთან. ნაშრომში თავდაპირველად მიმოხილულია სადაზვერვო სამსახურებისა და სისტემის ისტორია, როგორ და რა ფორმით ეყრებოდა საფუძველი ხსენებული სისტემის განვითარებას. რის შემდეგაც განხილულია ამჟამინდელი ძირითადი გვარეობები სადაზვერვო საქმიანობაში, რომლებიც საერთოა სხვადასხვა ტიპისა და მოწყობის სადაზვერვო სამსახურებში. ისტორიისა და გვარეობების გადმოცემას, თან მოსდევს იმ თეორიების გამოკვლევა, რომლებიც დამკვირდებულია აკადემიურ წრეებში სადაზვერვო სისტემის როლთან დაკავშირებით. სწორედ ამ თეორიული ბაზის საფუძველზე, ნაშრომში ფასდება საქართველოს სადაზვერვო საზოგადოების მდგომარეობა, მისი ნაკლოვანებები და პერსპექტივები. თეორიული ასპექტების განხილვის შემდეგ, ნაშრომში წარმოდგენილია საქართველოს სადაზვერვო სამსახურების შესახებ სხვადასხვა ტიპის ინფორმაცია - მისი ისტორია, ამჟამინდელი სტრუქტურა, საკანონმდებლო მოწესრიგება და ის გამოცდილება, რომელიც დაგროვდა დამოუკიდებელი საქართველოს ისტორიაში. ეს უკანასკნელი ეხება როგორც წარმატებულ ოპერაციებსა და ორგანიზაციულ გადაწყვეტილებებს, ასევე ჩავარდნებს. აღნიშნული თავი ემსახურება საქართველოს სადაზვერვო სისტემის არსებული რეალობის შესწავლას, პრობლემების იდენტიფიცირებას, როგორც სტრუქტურული ისე საოპერაციო თვალსაზრისით...

The main idea of this paper is to assess the intelligence system of Georgia - what role it plays in the current state organization and what role it should play in terms of its tasks, opportunities and challenges. Within the framework of this idea, the theory of intelligence training, international practice, using literature and open sources, and the reality and experience of Georgia are researched. The latter is achieved on the basis of public information (official statements, archival records, etc.) and interviews conducted within the framework of the research with former and active service staff and field specialists. The paper first reviews the history of the intelligence services and the system, how and in what form the foundation of the mentioned system was laid. It then discusses the current major genealogies in intelligence activities that are common to different types and arrangements of intelligence services. The presentation of history and genealogies is accompanied by an examination of the theories that have been observed regarding the role of the intelligence system in academia. Based on this theoretical basis, the paper assesses the state of the Georgian intelligence community, its shortcomings and prospects. After discussing the theoretical aspects, the paper presents various types of information about the Georgian intelligence services - its history, current structure, legislative regulation and the experience gained in the history of independent Georgia.
