The main idea of this paper is to assess the intelligence system of Georgia - what role it plays in the current state organization and what role it should play in terms of its tasks, opportunities and challenges. Within the framework of this idea, the theory of intelligence training, international practice, using literature and open sources, and the reality and experience of Georgia are researched. The latter is achieved on the basis of public information (official statements, archival records, etc.) and interviews conducted within the framework of the research with former and active service staff and field specialists.
The paper first reviews the history of the intelligence services and the system, how and in what form the foundation of the mentioned system was laid. It then discusses the current major genealogies in intelligence activities that are common to different types and arrangements of intelligence services. The presentation of history and genealogies is accompanied by an examination of the theories that have been observed regarding the role of the intelligence system in academia. Based on this theoretical basis, the paper assesses the state of the Georgian intelligence community, its shortcomings and prospects.
After discussing the theoretical aspects, the paper presents various types of information about the Georgian intelligence services - its history, current structure, legislative regulation and the experience gained in the history of independent Georgia.
