The present work puts a great emphasis on the research of the problematic aspects related to the identification, determination and classification of the subjects of the offences prevention. The suggestions were offered with regard to the improvement of the legal regulation of organizational-management aspect of the offences prevention system. The opportunity of creating a new specialized subject of the prevention is being explored. The presented study is dedicated to the activity of the subjects of offences prevention and discussion of the problematic aspects of legal regulation with the aim of working out suggestions for improving the existing legislation.
The problems in the direction of the government policy to fight against crime, the role of various agencies and institutions in the activities of civic and law enforcement bodies for enhancing criminology intellect, are foregrounded. The idea of creating a body or inspection for fighting with crime is proposed, which will be entitled with the wide rights of carrying out criminology functions in the activities of civic and law enforcement bodies.
