The goal of any development-oriented country is to create a successful public service, as it is directly related to the efficient and effective functioning of the country.
Urgency of the topic After gaining independence in Georgia, the question has always been what kind of public administration system was better, which model would bring more good to the country. However, public administration as a science is a new field for our country Strong public services have an important responsibility for the development of the country, so we must study this area, learn from the experience of successful countries, adapt to our traditions and culture, and increase the efficiency and effectiveness of services.
Aim of the research In the light of the challenges facing the civil service, the field of the present study was to analyze and evaluate the efficiency and effectiveness of the civil service in Georgia.
Subject of the research The main question to be answered by the research is: How can the principles of public governance establish the standards of democratic governance in Georgia?
Object of research: Georgian Public Service
Hypothesis of the research topic Based on the literature, the following hypotheses have been identified: it is impossible to achieve maximum efficiency of public service until political dependence in public services is reduced to a minimum. In order to study these issues, we need to answer the following questions: What path of development have Eastern European countries taken and what can Georgia learn from this experience? What factors determine the direction and results of civil service reform? What are the achievements and challenges in the civil service reform process in Georgia?
