Abstract
The central figure of the modern political system is the citizen, insofar as he/she establishes the state, participates in the management and decision-making process. The constitution of a country defines the status, rights, and duties of a citizen, which he/she can exercise in the territory of a particular country.
The degree of citizen involvement largely determines how well he or she identifies with the state, and conversely, the attitude of belonging to the state influences the degree of citizen involvement, as, for example, it occurs with ethnic minorities in Georgia. At the same time, one of the main indicators of the democracy of the state political system today is the high degree of citizen involvement in the decision-making and fulfillment process.
The forms of citizen participation in the local self-government process are the following: 1. General Assembly of the settlement; 2. Petition; 3. Civic Advisory Board; 4. Participation in the sessions of the Municipality City Assembly and the Municipality City Assembly Commission; 5. Attending to the reports on the work done by the Mayor of the Municipality and a member of the Municipality City Assembly. The Mayor of the Municipality and the member of the Municipality City Assembly are obliged to hold public meetings with the voters of the Municipality at least once a year, no later than November 1, in accordance with the relevant resolution of the Municipality City Assembly, and present them a report on the work done, answer the questions asked by the voters of the Municipality during the review of the report.
In addition to the forms of citizen participation in the local self-government process defined by the law, the Municipality is authorized to determine other forms of citizen participation in the local self-government process in accordance with a relevant administrative-legal act, which do not contradict the legislation of Georgia.
