Abstract
From ancient times to the present day, humanity has always faced many problems, the solutions to which have been sought, found and developed independently in different parts of the world. As a result, there was an objective need for medical insurance for the population and, consequently, state programs for medical insurance.
The insurance system is as old as society. It has changed and improved over the centuries. From ancient times, from the period of social development, we know that the principles of assistance and assistance were constantly improving, which regulated and helped to improve the living and living conditions of the population.
Any state, due to its economic situation, tries to support its citizens, both materially and morally. The economic strength of a country determines how continuous, stable and human-centered the social protection of the population is. The main goal of any country is to take care of the health of the population, for which every state uses different means of insurance, finances commercial insurance programs, develops social health insurance programs or establishes state programs of universal health care. State health insurance programs are widely developed in countries such as the United Kingdom, Germany, Latin America and others. The most active period of the insurance system development in the countries is related to natural disasters, wars and big fires. Also, lately, the talk of health insurance has become more active when governments change. The topic includes the types of state universal health care programs adapted in different countries of the world, their distinctive features on the example of developed and developing countries of the world.
After the restoration of independence, efforts were made to establish Georgia's health insurance programs, which are still ongoing and many changes have been made. Today, Georgia is the 33rd country in the world to establish a state universal health insurance program, the main source of funding is the state budget. From the beginning, licensed insurance companies in the Georgian insurance market were involved in this process, but after some time, the National Health Agency was established, which replaced the licensed insurance companies operating in the insurance
market. The program will be implemented again by licensed insurance companies operating in the Georgian insurance market.
The master's thesis shows what structural and normative changes have been made to the state programs of universal health insurance in Georgia and what is the current program, who are the beneficiaries and what normative acts regulate the implementation process. What place and role did it play in the launch of the program in the Georgian insurance market, what stages and processes did it go through, what were its strengths and weaknesses, what were the challenges and what are the prospects for its further development in the Georgian insurance market.
Approximately 8 billion GEL has been allocated for the financing of the state program of universal health insurance (2013-2020). That's why we decided to discuss how effective this program is? What is the attitude of the population? How purposefully are the state resources spent and what changes are planned in the later stages of the program development?
