Features of implementation of rights and duties of civil servants in practice

წარმოდგენილი ნაშრომი იკვლევს საჯარო მოხელის უფლება-მოვალეობების პრაქტიკაში განხორციელების თავისებურებებს.
ნაშრომის აქტუალობას განაპირობებს საჯარო მოხელეთა უფლება-მოვალეობების პრაქტიკაში განხორციელების საკითხისადმი დიდი ინტერესი.
თემის სიახლე მდგომარეობს იმაში, რომ ნაშრომი წარმოადგენს საჯარო მოხელის უფლება-მოვალეობების პრაქტიკაში განხორციელების თავისებურებებს შესწავლის მცდელობას და გვთავაზობს აღნიშული მიმართულებით არსებული ვითარების დინამიკას ბოლო 5 წლის მანძილზე.
კვლევის მიზნები და ამოცანებია: გააზრებული იქნას საჯარო მოხელის უფლებება - მოვალეობანი ქართული კანონმდებლობის შესაბამისად და ის თავისებურებები, რომელიც მათი განხორციელებისას პრაქტიკაში იჩენს თავს.
საკვლევ მასალას წარმოადგენს საქმე Nბს-595-595(2კ-18), საქმე Nბს-1182-1176(2კ-17), სახალხო დამცველის სპეციალური ანგარიშები - 10 დეკემბრის ანგარიშები საქართველოში ადამიანის უფლებათა და თავისუფლებათა დაცვის მდგომარეობის შესახებ (2015-2017წწ.) და საპარლამენტო ანგარიშები (2015-2019წწ.)
აღნიშნული მასალის კვლევისას გამოკვეთილი იქნა რამოდენიმე მეტად მნიშვნელოვანი სააკითხი, რომელთა გაანალიზება მნიშვნელოვანია საჯარო მოხელეთა უფლება-მოვალეობის განხორციელებისას წარმოშობილი თავისებურებების გააზრებისათვის, ხოლო შემდგომში არსებული პრობლემების პრევენციისათვის.

The presented work examines features of implementation of rights and duties of civil servants in practice.
The actuality of the work is determined by the great interest of the issue of implementation of rights and duties of civil servants in practice.
The novelty of the topic is that the work represents the tray of understanding of implementation of rights and duties of civil servants in practice and offers dynamics of the current situation in the mentioned direction for last five years.
The aims and tasks of the research are: to be comprehended rights and duties of civil cervants in accordance with the Georgian legislation and the features that could be showed in practice.
The study material is case N BS-595-595(2K-18) and N BS-1182-1176(2K-17), Special Reports of public defender - 10 December Report on the Situation of the Protection of Human Rights and Freedoms in Georgia (2015-2017 yr.) and Parliamentary Reports (2015-2019 yr.).
Some the most important issues have been highlighted while studying the mentioned materials, which analyzing is very important to be understood the issues that are created during the process of implementation of rights and duties of civil servants and then for the prevention of existing problems.
