ინკლუზიური ეკონომიკური ზრდა

Abstract

The paper discusses the concepts of inclusive economic growth, discusses the indicators needed to achieve it and the obtained macroeconomic results. Priority areas and strategic plans identified as a result of international experience are also presented. It is noteworthy the increased role of the latest directions in achieving sustainable and inclusive economic growth. It refers to artificial intelligence, technological progress, knowledge economy, etc. Along with world trends, the paper discusses Georgia's attitudes towards the new paradigm, the plans developed by the government, the results of the current period and the reasons for their occurrence are analyzed. The main macroeconomic target indicators set by the strategic plans of the past years and their relevant factual data are presented. At the end of the topic, there is talk about the main conceptual directions to be taken to increase the degree of inclusiveness of the country's economy. There are listed possible ways to solve the existing problems to increase the income of the population and raise the level of general well-being, also about a mechanism to stimulate the effective utilization of the country's potential.

ნაშრომში საუბარია ინკლუზიური ეკონომიკური ზრდის კონცეფციებზე, განხილულია მის მისაღწევად საჭირო ინდიკატორები და მიღებული მაკრო ეკონომიკური შედეგები. ასევე წარმოდგენილია საერთაშორისო გამოცდილების შედეგად გამოვლენილი პრიორიტეტული მიმართულებები და სტრატეგიული გეგმები. აღსანიშნავია უახლესი მიმართულებების გაზრდილი როლი მდგრადი და ინკლუზიური ეკონომიკური ზრდის მისაღწევად. იგულისხმება ხელოვნური ინტელექტი, ტექნოლოგიური პროგრესი, ცოდნის ეკონომიკა და სხვ. მსოფლიო ტენდენციებთან ერთად ნაშრომში განხილულია საქართველოს დამოკიდებულებები ახალი პარადიგმის მიმართ, მთავრობის მიერ შემუშავებული გეგმები, გაანალიზებულია მიმდინარე პერიოდში არსებული შედეგები და მათი დადგომის გამომწვევი მიზეზები. წარმოდგენილია გასული წლების სტრატეგიული გეგმებით დასახული ძირითადი მაკროეკონომიკური სამიზნე მაჩვენებლები და მათი შესაბამისი ფაქტობრივი მონაცემები. თემის დასასრულს საუბარია იმ ძირითად კონცეპტუალურ მიმართულებებზე, რომელთა მეშვეობით შესაძლებელია ქვეყნის ეკონომიკის ინკლუზიურობის ხარისხის ამაღლება. მოსახლეობის შემოსავლების ზრდისა და ზოგადი კეთილდღეობის დონის ამაღლებისთვის ჩამოთვლილია არსებული პრობლემების მოგვარების შესაძლო გზები, და ქვეყნის პოტენციალის ეფექტიანად ათვისების სტიმულირების მექანიზმი.
