The present paper discusses the standards of teleological interpretation in dealing with complex cases in administrative proceedings. The aim of the paper is to evaluate the analysis of the use of the teleological standard by law enforcers in Georgia and to study such complex cases in the case law of Georgia, which will emphasize the accuracy, effectiveness and advantage of decisions in administrative proceedings adopted using constitutional principles and teleological standards. The paper reviews the essence of the administrative proceedings and the purposeful interpretation of the court, the process and the problematic aspects raised during the implementation. The use of the teleological method is an indefinite concept by nature and requires further interpretation, in which the legislature has a special role to play in the process of drafting the relevant legislative act, and the judiciary within the definition of the norm in the administration of justice. For the purpose of the research - observation of these processes in solving "Hard Cases" provides the standards that are currently partially established by the national courts of Georgia. The paper provides a legal analysis of various decisions, interim findings and recommendations that show that appropriate measures are needed to eliminate the problems.
