Abstract
The paper discusses the importance of effective prevention measures for adolescents under the age of 14 when it’s necessary. Georgian law leaves children under the age of 14 behind the law, which poses a threat to both property and society.It is not possible to respond a crime before/after it happens or prevent a crime, because Georgian law does not provide for any kind of regulation on crimes committed by persons under 14 years of age.The causes of juvenile delinquency are also discussed, of which the family and the state play an important role.The state should create effective regulations to help reduce juvenile delinquency.
The paper also discusses the legal approaches of different countries on this issue, the causes of crime and prevention models.Before the age of criminal responsibility, juvenile delinquency is not a new phenomenon. It is an obstacle not only for Georgia, but also for the world, which is a whole global problem.
