Abstract
Due to the vulnerable nature of the child, protection of his / her rights has become a priority of both international organizations and unions, as well as individual countries. Unfortunately, children are often the victims of various forms of violence and commercial sexual exploitation is one of the most common forms of child abuse.
Approaches to pornography vary by country. Some legislation are liberal, while others are much stricter. In contrast, there is a broad consensus on the prohibition of child pornography and it is criminalized in almost every country. however, in many countries there are problems of defining child pornography or appropriate standards of responsibility. These complicate the fight against child pornography on an international level.
The Internet has offered unprecedented opportunities to criminals. There is a lot of child pornography material on the international network. Moreover, this network is a major way of disseminating such material. The Internet does not recognize the borders of the country, it is a transnational phenomenon. Sharing and disseminating child pornography through the Internet is challenge not only for one country, but it’s global problem. Therefore, in order to combat crimes committed through the Internet, it is important to harmonize the national legislation of individual countries with international standards and increase international police cooperation.
Internet child pornography is very linked to cybercrime. Most cybercrimes are committed by individuals, but there are instances, where organized groups of cybercriminals are also involved in crimes. Of course, it is possible for the perpetrator to act alone in creating child pornographic websites and posting material, but the exchange of such material is in most cases a group action. The close connection to cybercrime has made child pornography a transnational challenge. That is why the effectiveness of the fight against this crime essentially depends on international law enforcement cooperation.
Because of the speed and harmful consequences of spread, fighting against child pornography is priority for international law enforcement organizations such as Interpol and Europol. The classic modus operandi of these organizations in the fight against child pornography is not to carry out investigative actions, but to process data and exchange it through secure communication channels. Georgia is actively cooperating with both Interpol and Europol and this significantly increases the effectiveness of the fight against child pornography.
