The new aim is to involve every single citizen into this challenging process and develop a new type of democratic society, so it will be even more thriving. On this basis, society is authorized to demand the report of actions done from the “country rulers”. The fact, that members of society and government are closely related to each other in both legal and political ways, makes this requirement absolutely legitimate and imperative. Consequently, such a lawful and legal union is a strong base for the institute of Citizenship that can ensure the safety of human rights, liberties and guarantee the realization of government’s obligations. Thus, a person who is linked with a government in such a rightful form, namely citizen, has the right to require a report for it is actions in a legal and imperative manner.
It is obvious, that the government is obliged to create relevant laws for citizen’s safe and peaceful coexistence. From the other said, it is important to mention that nowadays for a modern citizen and for a government, it can’t be sufficient to focus only on creating laws oriented on safe and stabile existence of a State.
The local self-government bodies, the territorial entities focused on the needs of citizens, the local self-governing units (such as self-governing cities and self-governing communities) that have close relations with the population, constitute the strong foundation for an irreversible and democratic development of the country. The significant cornerstone of Georgia’s proper development is to carry out a thorough reform of the local self-government sector, which will establish European type of governance in the country and promote its further integration into the European community.
