The hybrid war as a new Euro-Atlantic security challenge and NATO's strategic concept

Abstract

The emergence of a new form of conflict or a hybrid war thoroughly changes the landscape of security and also raises a lot of questions not only on the nature of the threats we face, but also the ability of the security institutions to stand up for these threats. This will undoubtedly affect the ongoing discussions on NATO expansion, but what is more important and interesting will impact the reliability of the argument and the ability of the Alliance to effectively resist these challenges. With this work, we have reviewed the methods of hybrid warfare, their impact on the society and the role of NATO and other international organizations in order to excuse them. Also, on the basis of research conducted in Georgia, we presented the attitude of the public and their approaches to integration into the Euro-Atlantic space. Based on the results of the survey, we gave recommendations on how to change the skeptic attitude of the society and what should be done in different spheres that our country has to go ahead with the hybrid threat.

კონფლიქტის ახალი ფორმის, ჰიბრიდული ომის აღმოცენება საფუძვლიანად ცვლის უსაფრთხოების არსებულ ლანდშაფტს და აჩენს უამრავ კითხვას არა მარტო იმ საფრთხეების ბუნების შესახებ, რომელთა წინაშეც ვდგავართ, არამედ უსაფრთხოების არსებული ინსტიტუტების უნარს, წინ აღუდგეს ამ საფრთხეებს, აყენებს კითხვის ნიშნის ქვეშ. ეს ერთმნიშვნელოვნად მოახდენს გავლენას ნატოს გაფართოებასთან დაკავშირებით მიმდინარე განხილვებზე, მაგრამ, რაც კიდევ უფრო მნიშვნელოვანი და საინტერესოა, მოახდენს გავლენას გაფართოებული შეკავების იდეის საიმედოობასა და ალიანსის უნარზე, ეფექტიანად აღუდგეს წინ ამ გამოწვევებს. მოცემული ნაშრომით შევეცადეთ, დაწვრილებით აღგვეწერა ჰიბრიდული ომის მიმდინარეობის მეთოდები, მათი გავლენა საზოგადოებაზე და ამ ყოველივესთან გასამკალვებლად ნატოსა და სხვა საერთაშორისო ორგანიზაციების როლი. ასევე საქართველში ჩატარებული კვლევის საფუძველზე წარმოგვეჩინა საზოგადოების განწყობა და მათი მიდგომები ევრო-ატლანტიკურ სივრცეში ინტეგრირების თაობაზე. კვლევის შედეგებზე დაყრდნობით კი გავეცით რეკომენდაციები, როგორ უნდა მოხდეს საზოგადოების სკეპტიკური განწყობის ცვლილლება და ასევე რა უნდა განხორციელდეს სხდასხვა სფეროში, რომ ჩვენი ქვეყანა წინ აღუდეს ჰიბრიდულ საფრთხეს.
