საჯარო ორგანიზაციების მიერ ინიცირებულ საკითხთა ჩავარდის განმაპირობებილი ფაქტორები: შემთხვევათა ანალიზი

This work examines the factors that are framed by the public organizations' initiative as initiating
policy initiatives and its implementation. Nowadays we have a lot of failed issues and projects
that are in the process of initiating or undertaking its implementation. It should be noted that in
discussing various issues several types of problems are simultaneously exposed. There are a
number of failed issues with different field managers, which have a negative impact on society.
In the cases discussed in the paper, the problems are mainly in the field of infrastructure,
agriculture and economics. As a result, the discontent of the society, as well as unsuccessful
projects and initiatives caused by unfulfilled and/or unfulfilled work are visible.
The objectives of the study are to examine the factors that have been caused by the public
organizations' initiative and/or postponement of factors, Sally Mounty’s "Implementation Process
Strategy" and the Pressman and Wildavsky’s "Implementation" 4 analyzed and timed cases.
This study provides for the use of primary and secondary sources. In the first stage, the secondary
source of research is to discuss different statistical, scientific and analytical papers. As for the first
source, this is an in-depth interview with representatives of public organizations participating in
the implementation of failed projects: representatives of the Ministry of Regional Development
and Infrastructure of Georgia and the Ministry of Environment Protection and Agriculture, as
well as representatives of NGOs.
