Abstract

The post-industrial (digital) era gave rise to a special climate in the world order. If earlier inter-ethnic, interstate and inter-Union strife was resolved through diplomatic, military and political discussions against the background of a powerful deterrent of nuclear weapons and the generic human instinct – the instinct of self-preservation, today everything is upside down. There was a formation of people consciously going on self-explosion, to death for the sake of a fictitious super-idea. Until diplomatic exhortations it does not reach, the score is ruled by a "fake" industry. For the sake of discrimination of any country, its leader, its traditions and values, a whole clip of invented news, revelations, confirmations, appeal to public opinion is created. World public opinion is shaken, the leaders of the States shrug, the United Nations helplessly conducts the consideration, the verdicts have no force. The world went crazy. In the digital world of manipulative actions surprise you with its efficiency. Because of the actions of any radical organization many countries, both nuclear and non-nuclear, will be involved in the world war. What can be opposed to chaos. A sensible word? In the second half of the twentieth century American political scientist Joseph Nye put forward the idea of using "soft power" – "Soft-Power": the power of culture, art, conversation, tourism, etc. Someone, it seemed salutary. Society has not yet completely departed from the values of the modern era, the era of postmodernism was formed smoothly, without sharp movements, which suggested the use of soft power to save humanity.
