Abstract
There are many children in Georgia those who are neglected by society and those who are
facing physical violence. It happens sometimes that even if they are not victims of physical
violence they still become victims of psychological violence because of their family conditions or
maybe because of the need to strengthen and assist the families in need of better living conditions
and future. The main responsibility of social workers, those who are working in child welfare
system, is to strengthen living conditions of children and their families.
But are their work smooth and high-quality, while one social worker has more than one
hundred beneficiaries?!
The condition of social worker in practice differs between non-governmental and
governmental sector, therefore the condition for beneficiaries are accordingly different too. The
purpose of this master's thesis is to identify and reveal the difficulties and challenges faced by the
social workers' those who are working in child welfare system on a daily basis in both
governmental and non-governmental sectors, also to determine the general condition of their work
and to find the differences between working conditions that prevent execution of their
professional duties. Despite the fields mentioned above, we also have to understand the vision of
social workers, how they see the development of the profession Some major difficulties that have
already been identified are the following: Bureaucratic problems, that entail mainly working on
one level,Lack of qualified personnel,Systemic flaws,Overtime work and etc. In the private sector,
the main difficulty is the fact that the social workers are not the official representatives of the
beneficiary, this creates problem in cooperation with various agencies. One more difficulty faced in
both sectors is the lack of social workforce that prevents social workers in practice to perform high
quality and efficient work. This of course negatively affects the condition of the beneficiaries. As a
recommendation, it is necessary to note: Development of the law project as soon as possible which
will lead to the acquisition of the concept of social work, its essence and its significance, To
enhance the qualification and retraining of social workers in practice step by step, Also to define the specialization,professional liability and rights in order to no longer be disturbed or impaired,
To resolve financial problems for social workers in practice, those who are working in child
welfare system, as it is follow: Reduction of travel expenses,Equalization in Salary, reimbursement
from overtime work and most important is provision of transport.
