The right of citizens to participate in the management of public affairs is one of the main paradigms
of democratic governance. In the case of representative democracy, various stakeholders may be
involved in urban planning, during which the government is obliged to maintain and develop
mechanisms for public participation. There are many successful examples of citizen participation in
the world, but the improvement of elaborated mechanisms are continually underway.
The goal of the research is to determine the new compulsory-advisory body - Practice analysis of
the Civil Advisory Committees, as to what extent the intensive introduction of urban planning in
Tbilisi is based on the efficiency of citizens' engagement.
The task of research in the work is to analyze The Board of Civil Advisors of the Board of
Governors in the field of urban planning, as well as the programs implemented by these councils,
have been established. Finally, in order to obtain a single picture, it will be given the position of
the Council members and the citizens and views of the Council. One of the tasks is to check
citizens' awareness through the use of an electronic questionnaire.
