Abstract
The theme of this work concerns the prerequisites for setting up the EU Eastern Partnership Program and implementation process of mechanisms and events envisaged by this program in Eastern Europe. Events developed in the region in recent years are of high interest for international media and academic institutions. Starting in 2009 in Eastern Europe, the initiative of implementing the components envisaged by the partnership program has given way to a new stage of the rivals between Russian Federation and European Union as Moscow sees the post-soviet space as its own zone of political influence. Taking into consideration this fact, the region became even more interestin from the perspectives of international relations, as the observation of the processes gives us opportunities to develop new knowledge in the field of Eastern European studies. The aim of the work is to identify and evaluate factors that influenced the EU to creating Eastern Partnership Program. The main focus of the research are the Eastern European countries that are not members of the European Union and are invited to cooperate in aforementioned program, namely these countries are: Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan. The subject of research is Eastern European countries foreing policy choices and the attitudes of the European Union and the Russian Federation towards these choices and also we are observe the factors that have impacted the EU to create Eastern partnership program. The results of the research showed us the fact that unstable political environment in Eastern Europe and thepolitical vulnerability of the states of aforementioned region are the threat for security architechture of the Eastern Europe and for the EU itself. The study also helps us to understand what are the problems that provides political instability in the region and spread of Russian influence in some of the region’s states. In other chapters of the word, it has been shown why Brussels preffered integration procces of Eastern European countries instead of maintain hypothetically neutral buffer states between EU and Russia. In addition to demonstrating a causal links between variables, we also address the theory of Euro-integration in order to understand the EU’s actions in Eastern Europe in terms of theoretical perspective. The “normative power Europe” is the theory according to which European Union can maintain and strengthern its own basic values and these values must be spread in neighboring countries. According to this theory EU is a role model and normative power and spread of its values in neighboring countries will be good for themselves and this process also increases the EU’s influence in the international system.
