The work is an attempt to make an examination of the factors that have been most influenced by the successful implementation of the new public management reform. In particular in terms of public-private partnerships and public services delivery. Based on secondary literature, preliminary assumptions and hypotheses are verified by the data obtained from the research.
The research is based on the design of qualitative research, in particular in depth interviews and the "study of the case". There are two types of variables: independent variables: political environment and geographic location of Georgia.Dependent variable – success of the new public management reform. The research examines the following hypotheses: Effective functioning of the reform affects the political environment, decisions and actors.
Geographical location of Georgia was one of the important preconditions for the success of the reform.
