Abstract
Nowadays, tobacco consumption and its negative impact on health is an important issue in the world.
Georgia faces this problem as well. Therefore, the research “Global Tobacco Epidemic in Georgia – Disfunctional Outcomes of Advertising” aims to identify tobacco advertising mechanisms and its antisocial impact in Georgia in order to facilitate the development of effective means to resolve the problem. The objectives of the research were to analyze Georgian legislation on tobacco and its compliance with the International Framework Convention, situation analysis: tobacco consumption and attitude towards strengthening tobacco legislation in Georgia, research on the role of advertising in fear reduction towards tobacco and develop recommendations against the global tobacco epidemic in Georgia.
On the first stage of the research, theoretical overview and document analysis were carried out, which reviewed the Framework Convention on tobacco control adopted in 2003 and the compliance of Georgian legislation with this Convention. The research shows that, despite the ratification and acceptance of the convention, some articles of the convention are not yet implemented in Georgia. The paper also includes analysis of The World Health Organisation’s reports on the global tobacco epidemic, survey studies on tobacco consumption, attitude towards tobacco-free environment, awareness about tobacco and influence of tobacco advertisements on children in Georgia. Based on these researches and the WHO’s reports, the paper discusses tobacco companies’ strategies implemented under ‘partial’ restrictions (where not all the restrictions, declared in the Framework Convention, are applied in the country) to increase sales. The main focus is on the advertisements and their anti-social impact, which are not prohibited by law.
