Abstract
Environmental issues are becoming more and more problematic and topical in the whole
world. Extended Producer Responsibility (EPR) which in Georgia will come into effect on
December 1, 2019, is the part of the environmental policy. EPR effects a huge amount of private
sector representatives, whose attitudes and involvement in the dialogue process might have a
great impact on the system’s efficiency. The main purpose of the research paper is to examine
the producers’ attitudes on EPR implementation process and: to identify producers’ involvement
in policy development and planning stage; to research how effectively they have been informed;
to investigate if the size of the enterprise affects the quality of the government’s communication
with the producers. The research task is to study the situation in the field of the communication
with the private sector by state authorities on the example of EPR implementation, to investigate
the international practice of EPR implementation, to learn producers’ and experts’ attitudes, to
review non-governmental and governmental reports, existing statistical data and other related
materials. The main research objects are the relevant producers, importers, trade associations and
other actors involved in the process. Based on the fact that the topic of the thesis is not wellexamined,
the main value and the originality of the research is to fill in the information gaps
existing in this field in Georgia. The following trends have been identified in the research: the
producers who were actively involved in the public-private dialogue process since the very initial
stage, are mostly large producers. As a result of the research, no significant correlation has been
identified between the producers’ early engagements in the dialogue process and their positive
evaluation of the communication from the Ministry of Environmental Protection and Agriculture
of Georgia. However, as a result of interviews with producers and experts, the poor level of
communication by the Ministry has been recognized as one of the main challenges of EPR
implementation process. Thus, a lot of producers still aren’t clear about their obligations, while
the part of the producers is not informed about the EPR at all.
