Abstract
The paper, "Implementing Public Administration in Local Self-Government Bodies", consists of an introduction, three chapters, seven paragraphs and a conclusion.
The first chapter, the importance of public administration, discusses the essence of public administration and reform in Georgia, as well as public administration in the judiciary and the legal status of public servants.
It is noted that public administration is a process of realization of power, which can be achieved only through the implementation of purposeful policies. In Georgia, reforms in this direction have been underway for several years, but so far no comprehensive public administration has been implemented in local self-government bodies.
The second chapter of the paper, Local Self-Government Reform in Georgia, discusses the historical excursus of local self-government development and the challenges of local self-government in Georgia.
It should be noted that the new Organic Law on Local Self-Government was adopted in 2014. The main and starting principle of this change is that the members of the executive and legislative bodies were directly elected at the local level, which is a significant step forward in strengthening democracy and self-government. In terms of reinforcement.
The third chapter of the paper, Implementation of Public Governance and Local Self-Government Reforms in Georgia's Neighboring Countries, discusses the example of Armenia and Azerbaijan.
These countries started implementing public administration in local self-government bodies a few years earlier than Georgia, and carried out reforms in this area, however, it should be noted that, like Georgia, Armenia and Azerbaijan have not yet been able to implement comprehensive public administration in local self-government bodies.
The paper concludes.
