Abstract
Inclusive education has been one of the priorities of education system reforms in Georgia
since 2006. Today the model of education is a necessary component of state policy. But as any
change, the involvement of people with special needs in the educational space is not a simple
process. The aim of the research was to understand the attitude of academic personnel of
Tbilisi State and Private Universities toward people with special needs. According to the
research purpose, the following main tasks were outlined: what is the attitude of the academic
personnel towards the inclusive education model? The attitude towards people with special
needs and how they evaluate the internal policy of the university in the direction of the
inclusive education. The survey was carried out using an opinion poll of experts and an indepth
interview method. The general unity were people employed in private and state
universities in Tbilisi. The following findings have been revealed: the attitude of the
academic staff participating in the studying process is positive about the inclusive education
model, both in private and state universities. They have information about the model of
inclusive education, but the level of information differs from universities and the faculties of
the university itself. Private and state university academic personnel believe that students
with special needs should study at higher education institutions because the right of education
is established by law, so they believe that any university should be prepared to welcome any
person with special need. The study also showed that the internal policy of the university
differs not only at the level of state and private universities but also between state universities
and private universities. However, it is noteworthy that the state accreditation program gives
obligation to create conditions for people with special needs in the university area.
