Abstract
The research topic refers to the history of local self-government development in Georgia according to the 1921 and 1995 constitutions; What reforms, changes and difficult paths the local self-government has gone through until now. What problems and challenges he faces today.
The work focuses on the factors that influence the development of local self-government. The development of self-government is still a topical issue today.
Strong local self-government can be considered as one of the important preconditions for building a democratic state, which further emphasizes its urgency. Self-government is a constitutional principle of state organization.
A strong territorial unit and local budget, a solid socio-economic situation determine the development of the region, so a strong region is one of the preconditions for building a strong democratic state.
The aim of the work is for the reader to understand the importance of local self-government, what functions and responsibilities were defined in its competence under the 1921 and 1995 constitutions, and what responsibilities it has now.
What similarities and differences are between them, the rights of units of self-government have increased or decreased, and what problems it faces today.
In the study there are used the method of historical research, the result of the research "Local Self-Government Index" 2019 results, acts of legislation of the European Charter of Local Self-Government, which will give us an opportunity to see clearly the real problems in local self-government today and to plan the ways to solve them.
The Master’s thesis consists of 4 key chapters of the introduction, 14 subchapters and a conclusion.
