Abstract
In the world since the middle of the 20th century, there is a general tendency for
regional development. The democratic world has long understood that local democracy is the
source of political, social and economic stability of the state. Democracy, in essence, believes
that people are the source of public governance and is involved in their active participation in
the public management process. In the theory of constitutional law, the local self -governance
has a special place in the sense that most of the world's governance is r ecognized as a form of
realization of democratic principles.
Local self-government must have freedom of action, in particular, without the consent
of the central authorities to make decisions about certain problems. Although the legislation is
in force, the local self-governmental rights are enlarged, but in practice there are cases when
the state authorities interfere with the activities of local self-government bodies which lead to
increased inefficiency. That is why it is necessary to precisely define the boundaries of power of
the central government and local self-government, which must be strictly observed, as the
central government is not dominated by local authorities in a democratic state.
