Abstract
One of the biggest challenges associated with the work of the public sector in Georgia is the
obscure structural changes implemented by the government, about the purpose and the
process of which there are no academic or other types of research.
The goal of my research is to identify specific objectives and/or factors that the structural
changes in Georgian public sector are based on, namely, the decision made on the merging of
the Ministry of Environment and Natural Resources Protection and the Ministry of
Agriculture. The research also aims to analyze the process of structural change and determine
the factor and/or purpose of the decision made.
The research revealed that structural change did not have a specific goal or causing factor, and
it was dictated by a political decision-making dilemma. Consequently, only the functional
merging of the two ministries took place, which was not aimed necessarily at developing any
specific sector out of the two. The structural change has had a particularly negative impact on
the direction of environmental protection.
In-depth interviews have revealed that the interests of the employees were neglected, the staff
left for private sector and unequal environment was created. Because of the lack of knowledge
of the "political map" and not being the part of the "political coalition", employees of the
environmental sector were found in the "loser" position.
