National security concept of Georgia represents the document of fundamental national values
and interests, possible and existing threats on which basis the state security development view
is established. Therefore, it has vital importance for elaboration of state security policy.
The aim of the work plan is to define the adequate impact on possible threats coming from
Russia by studying Georgian National Security Concept and to establish the relevant
approaches for prevention of these threats.
The document never loses its importance based on the importance of the document itself and
the issues covered. It could be said that the state is using the above mentioned document for
communication with the society and with other states as well.
Creation of concept in general is difficult for any state, but it is more difficult for small states
such as Georgia having a Geopolitical location as its security environment is very volatile.
The history of development starting from 1990
, the adoption of concept in 2005 and the
comparision of new 2011 concept analisys will be discussed in this work plan which shows the
changes of state view in relation of security. More namely: The issue of Russia in the process of
establishing national security view.

By means of studing methods such as primary and secondary source analisys, experimental
interviews it became obvious that the document cannot reflect the relevant reaction on modern
security challenges. Therefore, it needs to be renewed.
