Presented master's thesis "Federalism - The Future of Territorial Integrity of Georgia" refers to a very important political problem of public policy that has a key place in the institutional arrangement of Georgia.
The issues referring to state arrangement of the state has been repeatedly discussed by politicians, scientists and other areas of society. One group is supporting the regional federation, while others share unitary ideology and still keep this position. Obviously, both sides have arguments and the discussion is still ongoing.
That is why we have carefully studied approximately all of scientific works researches and publications dedicated to the above mentioned topics which exist in modern literature; We also tried to rank them as well as made conclusions based on the systematic assessment and analysis of specific cases of presidential administration and federal arrangement and analysis. They have clearly showed that, unfortunately, there are different approaches on the forms of state administrative-territorial arrangement in both Georgian political thinking and Georgian political practice.
We tried to find out the provisions and principles of the administrative and federal forms of state arrangement, the political regularities of their functioning and the specific forms of their identification and the important directions of realization. In the context of modern international experience we have also discussed peculiarities and specifics of territorial management system of EU as an example of a special form of European federation.
Finally, we have presented a comparative analysis of positive and negative aspects of the federal arrangement in Georgia and related challenges and perspectives.
