Abstract
The master's work examines the concept, essence and problems of remote control of administrative law. An administrative offense is a rule of law provided by the state, public order, the rights of citizens, the Code of Administrative Offenses, which a person violates and is illegal.
The article also discusses the stages of proceedings in the case of an administrative offense, the system of administrative penalties, types of penalties, concept and essence. Drawing up a protocol and consideration of a case on an administrative offense in an administrative body and in court.
The aim of the master's thesis is to clarify how an administrative offense case during the 2020 pandemic is handled remotely, what are the advantages of remotely administering administrative offense cases, technical flaws during a session that can be corrected and that require additional technical work.
The document discusses the 2020 pandemic, the legislation changed during the pandemic, a virtual trial that took place remotely, causing technical glitches, attendance problems, and therefore the need to reschedule a session by several hours.
At the time of writing, the study required publicly available information on the reasons for conducting remote sessions, the number of sessions in accordance with Articles 37 and 40 of the General Administrative Code of Georgia in several administrative bodies. In particular, requests for information were sent to: Tbilisi City Hall, Gori At City Hall, Tbilisi City Court, National Commission on Energy and Water Supply of Georgia.
