Analyzing the socio-economic factors of ethnic Azerbaijanis living in the Marneuli area, their problems and assessment are the starting point for building a democratic state. The municipality represented in the work is monoethnic, which in itself creates preconditions and problems regarding social integration. The existence of communication and language barriers is a significant obstacle in terms of information access. The possibility of informative vacuum encourages less involvement of ethnic minorities and the interest in the ongoing processes. Taking into consideration these factors, receiving state programs and innovations for ethnic Azerbaijanis is associated with a significant impediment that puts them in crisis. Together with the lack of public services, it is the most important factor of legal norms and relevant legislative initiatives, which is based on the low level of education and lack of relevant knowledge. Ethnic Azeris are based on the communication problem of social and political processes within the country and are not well informed about relevant projects and events. The role of media outlets is quite high in terms of informing the world, which helps the subject to properly judge and evaluate the ongoing processes to have an adequate view on the problems that arise. The absence of media outlets prevents the level of informing the local population, which in most cases creates an informational vacuum. People who are found in such a situation are obviously lacking in a healthy sense that significantly damages the process of democratization. The main prerequisite for the developed state is the development of civil society. The civil society formation has a big role in the objective work of media outlets and their neutral position, which gives the listener a chance to get this information neutral and then recycle and judge. With the help of reasoning and logical judgment, a concrete perspective is established, which leads to further subsequent sharing.
