Abstract
The governing of a state is extremely complex and multi-dimensional phenomenon. The process itself is based on several factors. Taking into account the general approaches, this process is mostly affected by the past experience of the country, development in modern time and future prospects and challenges. The past is very interesting, since it reflects the culture of the country and its historical experience. The evaluation of the past gives us the opportunity to plan the future properly and accurately, as well as to face the challenges of the modern era.
One of the most important evaluative criteria of the state governing are centralized and decentralized forms of ruling. The objective of the master’s thesis is to discuss the characteristics of the state through these criteria - of course, taking Georgia as an example.
The growing tendency of regionalization has been noticed since mid XX century. The democratic countries have eventually come to the conclusion that a certain guarantee of the political, economic and social stability of the country is based on the support of local democracy and development.
Georgia is not only the country of multi - century history but also it is diverse in a view of centralized and decentralized governing development. It is historically known that at the different times there were different approaches to this issue. Each of them is a an example of what should be emphasized by the government in the future and what should never happen again.
Georgia is considered a country of the new democracy and taking these factors into account is very important for its future development, in order to avoid mistakes that may cause the failure of the government systems.
The master’s thesis consists of introduction, four main chapters, three sub-chapters and conclusion. In the process of summarizing our study, the important part was played by existing international and local research materials, as well as by our conclusions, on which the elaborated recommendations have been based.
