Abstract
The master's thesis deals with the process of checking (Monitoring) the fulfillment of the conditions of authorization in the higher education institution of Georgia and the problems related to it, examines how "verification of authorization conditions through monitoring" is regulated, procedures and regulations are written and defined at the level of legislation, how consistent these procedures are and how well they serve the purposes of verifying authorization conditions through monitoring. Based on the established regulations, how the monitoring procedures defined by law are completed, what are the implemented practices and precedents of the monitoring process, the what extent of monitoring mechanisms are adopted and their impact and how beneficial they are for the development of both the higher education institution and the higher education system.
The main goal of the research was to study and establish, as a result of a thorough analysis, the mechanism of external quality assurance for the Georgian education system, "the process of fulfillment of authorization standards through monitoring", how uniform, consistent, clear and transparent is this mechanism for higher education institutions, where and what problems arise in the conduct of monitoring, how transparent and uniform the established regulations and practices are for both the assessor and the recipient of the assessment.
This master's thesis discusses the process of planned and unscheduled monitoring in higher education institutions, its importance and assessment of monitoring procedures already implemented in higher education institutions of Georgia in order to determine compliance with the authorization standards. Numerous issues and challenges have been identified regarding monitoring procedures, ways to address them and further research needs.
The present thesis, due to the actuality of the topic, includes important news. In particular, the fact that today in the Georgian reality there is no systematic analysis of the evaluation of monitoring conducted in accordance with the standards of authorization in higher education institutions. The thesis describes and analyzes the literature, the legal framework related to the monitoring process, mechanisms and regulations. The results and recommendations developed in the thesis, will be available to the public and stakeholders as well as guidance material (the thesis provides specific recommendations for the parties involved in the monitoring process to ensure that the monitoring process is conducted properly).
