Abstract
The main goal of every nation around the world is to achieve high economic growth rates
and therefore, improve the socio-economic conditions of its people. History shows that in
achieving this goal, crucial role has been played by structural economic transformation – a process
that refers to the reallocation of economic activity across the broad sectors of agriculture,
manufacturing and services. In this process, industrialization – the development of the
manufacturing sector - has been of particular importance. Almost without exception, todays
developed nations have achieved their status by transforming themselves from agrarian
economies into manufacturing-based ones.
Since 2003, Georgia has implemented many successful reforms and was hailed by the
World Bank as the top reformer in the region. Even though 17 years have passed since the 2003
Rose Revolution, much of the problems still remain the same - economic growth, poverty
alleviation and unemployment reduction are major challenges facing country’s economy today.
This is due to that fact that most reforms during the past 2 decades were mainly geared toward
improving the institutional environment, while industrialization, development of the
manufacturing sector and technological upgrading have been largely ignored.
In this context, the aim of this paper is to analyze the prospects of industrialization in
Georgia. The paper analyses the past and present role of manufacturing in the economic growth
and development and explores the theoretical and methodological aspects of forming the
industrial policy. The dissertation offers in detail analysis of the manufacturing sector
development trends in Georgia and unveils the impact of manufacturing on country’s economy
today, as well as, its importance in forming Georgia’s prosperous future.
As the outcome of the research, the paper suggests that the development of the
manufacturing sector is of critical importance for Georgia. It is also clear that the country should
reshape its economic policies in ways that favor manufacturing development. In this context, main
problems hindering manufacturing sector development and challenges for industrial policy have
been identified. Based on these problems, Georgia’s competitive advantages and international
experience, the dissertation suggests the strategy for accelerating Georgia’ future economic growth
and offers recommendations for manufacturing sector development.
