Abstract
In recent years, Georgia has undergone significant economic reforms aimed at: reducing the tax burden, liberalizing the economy, improving public services, creating a favorable environment for business revival, combating corruption and more. As a result of these reforms, Georgia has achieved high rates of economic growth. Flows of foreign direct investment in the country have also increased. Georgia's economic policy has been positively assessed by various rating agencies and international financial institutions.
In 2016, the Organization for Economic Co-operation and Development (OECD) published the Eastern Partnership SME Policy Index, which assesses the implementation of the European Small Business Act by these countries. According to the index, Georgia is the best in the region in terms of improving the institutional and operational environment of small and medium-sized businesses. Significant progress has been made in recent years in terms of business infrastructure, access to finance, the removal of technical barriers to trade, and the institutionalization of small and medium-sized enterprises. Despite the dynamics of such development, there are still many challenges in this direction in Georgia.
The master's thesis presents a combined analysis of different types of research, which reflects the problems and challenges of the business environment in Georgia in terms of small and medium businesses.
