Publication Features of EU Enlargement Policy: A Vision from GeorgiaThe European accession policy has acquired a special and exceptional character since 2022 against the backdrop of the Russia-Ukraine war. The separation of the Association Trio countries (Ukraine, Moldova, Georgia) caused a non-uniform assessments in Georgia (giving candidacy to Ukraine and Moldova, and potential candidacy to Georgia). In the situation of extreme polarization and politicization of opinions, it is important to outline the legal and historical facts regarding the specifi cities of EU–Georgia relations and to evaluate scientifi cally Georgia’s geopolitical destiny (the possibility of joining the EU) in the light of global and regional processes. The article presents the various aspects of the diffi cultyand complexity of the EU enlargement towards Georgia, which actually go beyond the context of the full fulfi llment of the twelve conditions given to Georgia by the EU; synchronization of commitments issued by the European Commission for all Association Trio countries, making clear that the only distinguishing condition for Georgia in reality is the issue of depolarization; the possibility to fulfil the condition of depolarization in the current political situation in Georgia; the context of the historical dynamics of divergent approaches of the EU towards Ukraine, Moldova, and Georgia; the priority of saving the results of the 30-year struggle for freedom against the backdrop of Russia–Georgia wars, and the European future in Georgia and overcoming the ongoing distrust between Georgia and the EU (as the highest value) compared to the value of conditionality. - Some of the metrics are blocked by yourconsent settings
Publication Raising Awareness of the EU, European Values and Georgia's Association Agreement with the EU in Ethnic Minority Areas and IDP settlement -- on the Example of Jean Monnet's "European Learning Triangle" project at Caucasus UniversityIn the context of European Integration of Georgia, great importance is attached to the knowledge and expectations of the population, including the ethnic minorities, regarding Georgia’s integration in the EU and implementation of the EU-Georgia Association Agreement. According to the surveys taken by various organizations, the popular mood in Georgia is positive where the EU-integration is concerned. Although the interest towards the association is substantial it does not rely on the specifics and dynamics of the bilateral relations. Mostly, the information the people get from the TV is superficial. One option to raise the popular awareness is to implement the Caucasus University Erasmus + Jean Monnet “Triangle Effect of European Studies at Schools” (TEESS) project and share the university knowledge of European Studies with public schools. The project aims at raising awareness of the European integration, the Association Agreement and DCFTA in the regions densely populated by the IDPs, namely, the school children, teachers and their families. The workshops staged in the Georgian, Russian, Armenian and Azeri public schools in the capital Tbilisi and the towns of Akhaltsikhe and Marneuli partly attended by the IDPs made the scarcity of the information and the interest evident. The discussions showed that most of them realized the importance of the EU support to Georgia. We suggest a different planning of the information campaign targeted at sharing the European values and generally the EU-Georgia relations, on the one hand and better instruction in the Georgian language in the regions populated with the ethnic minorities. That is what “The European Association Process in Georgia”, a quadri-lingual textbook published within the frameworks of the Caucasus University “Erasmus +” Jean Monnet project funded by the Ministry of Education and Science of Georgia is targeted at. We suppose stepping up the project activities by adding elements of informal education and last but not the least, closer involvement of public agencies and institutions. - Some of the metrics are blocked by yourconsent settings
Publication Summing of Worker’s Working Times with different Employers by an Employee –as an Infringement of Freedom of Parallel Employment and Illegal Processing of Personal DataIn the modern labor market, parallel employment of a person in different businesses is an opportunity to mitigate the economic dependence on only one employer and manage own welfare life. In 2019, the EU Labor Directive 2019/1125 on Transparent and Predictable Working Conditions, legally strengthened the freedom of an employee to work with different employers in case of will. Restriction of this freedom is allowed only in reasonable and precisely defined cases. The article explains the legal norm of the Labor Code of Georgia regulating parallel employment. Some wrong Georgian practices between competitors (employers) are criticized. In order to use the norm in a uniform and good sense, in order to understand the real purpose of parallel labor freedom, the models of European legal regulations, the provisions of 2019/1125 directive, and various laws/norms of Georgia are synchronized and analyzed. - Some of the metrics are blocked by yourconsent settings
Publication European Association Process in Georgia Handbook for History and Civic Education TeachersBy making choices, you not only create your own future, but also influence the lives of others. It is the power given to an individual to shape and develop a society. Your choice - who and what you choose - determines the result; determines your fate and the fate of others. Therefore, you are responsible for making the right choice. It is yours and it is free. We will share the knowledge and tell you the truth to allow you to base your choice on objective reality, truthful information, transparent objective circumstances, facts, clear evidence and accurate numbers. One of the foundations of progress, development and the right choice in modern Georgia is to understand what the EU is all about, what the Association Agreement and Georgia-EU relations are. To this end, Caucasus University has received funding from the Erasmus + Jean Monnet project from the European Union and, in cooperation with the Ministry of Education, Science, Culture and Sports of Georgia, has launched a dialogue process with schoolchildren. European integration is a part of Georgia’s national and vital interests: it is the subject of Georgia’s domestic policy, and it is a process of investing in the future of a dignified and protected life and personal inviolability of every citizen of Georgia.
