Abstract: | For the modern world terrorism is the key challenge to combat. At present, huge amount of resources are spent to achieve positive results, but we can’t avoid the fact that the big cities of America and Europe: New York, Paris, Brussels, Nice, Berlin, Manchester, Barcelona and others, have already been affected by terrorist attacks, which cause a great damage to the paths of democratic development of Euro-Atlantic countries, as well as to peaceful population (16 terrorist attacks were launched in 2004-2017). The countries’ attempt to tighten security measures and solve this problem is determined by the security defence .We can undoubtedly say that the major problem of security in 21st century is terrorism, which is symmetrical as well as assymetrical threat to the countries of the world. Nowadays, the most important guarantor of piece is considered to be North Atlantic Alliance, because of the most important steps it has already taken on doctrinal as well as practical levels. It is important to distinguish what kind of an influence these new kinds of dangers, such as terrorism, had and how terrorism reflected on the transformation of NATO’s strategic concepts and in which form it is presented in the new conceptual documents. თანამედროვე მსოფლიოსათვის ტერორიზმთან ბრძოლა უმთავრეს გამოწვევას წარმოადგენს. დღესდღეობით უდიდესი რესურსები იხარჯება პოზიტიური შედეგების მისაღწევად, მაგრამ ვერ გავექცევით იმ ფაქტს, რომ ამერიკისა და ევროპის დიდი ქალაქები: ნიუ იორკი, პარიზი, ბრიუსელი, ნიცა, ბერლინი, მანჩესტერი, ბარსელონა და სხვები უკვე მოიცვა ტერორისტულმა შეტევებმა, რომლებიც თავისი სიხშირით საკმაოდ დიდ დარტყმას აყენებენ, როგორც ევროატლანტიკური ქვეყნების დემოკრატიული განვითარების გზებს, ასევე მშვიდობიან მოსახლეობასაც (2004-2017 წლებში 16 ტერორისტული აქტი განხორციელდა ევროპის ტერიტორიაზე). ქვეყნების მცდელობა გაამკაცროს უსაფრთხოების ზომები და მოაგვაროს ეს პრობლემა, განპირობებულია სწორედ უსაფრთხოების დაცვით. უკვე აშკარად შეგვიძლია გამოვყოთ XXI საუკუნის ის გარემოება, რომ უსაფრთხოების პრობლემას, სწორედ ახლი ტერორიზმი წარმოადგენს. რომელიც, როგორც სიმეტრიული ასევე ასიმეტრიული საფრთხის შემცველია მსოფლიო ქვეყნებისათვის. მსოფლიოში უსაფრთხოების დაცვის მთავარ გარანტად დღეს ჩვენ, გვევლინება ჩრდილოატლანტიკური ალიანსი, მის მიერ უკვე გადადგმული ქმედითი ნაბიჯებით, როგორც დოქტრინალურ, ასევე პრაქტიკულ დონეზე. მნიშვნელოვანია გამოვყოთ ის გარემოება, თუ რა გავლანა იქონია ისეთი ახალი ტიპის საფრთხეების ფაქტორმა, როგორიც ახალი ტერორიზმია და ასევე, თუ როგორ აისახა აღნიშნული ფაქტორი ნატო-ს სტრატეგიული კონცეფციების ტრანფორმაციაში და რა ფორმით გვხვდება ის ახალ კონცეპტუალურ დოკუმენტებში. |
